Automobile Tires Is There A Different Standard For Automobile Tires In The US And EU?

I am sure that the sizes of the size same shape / size wheel, depending on the level (eg 225/40 18), but the tires are used in Europe to be certified by the Economic Commission for Europe. I think most are not.
